Call for expressions of interest from film makers

The Project
Black Country Creative Partnerships are looking for a filmmaker/filmmaking team to produce a short DVD that tells the story of schools’ involvement in the new national programme that was introduced in 2008.

We would like the film to include personal accounts from:

 Teachers directly involved in the project
Head teachers/senior managers in school who see the wider potential of the programme
Young people taking part in the programme
Creative practitioners delivering activity in schools
Creative Agents supporting the schools’ journeys
Key figures from local authorities where the programme is underway
Key figures from the University of Wolverhampton’s Education Partnerships department, in order to demonstrate connections between Creative Partnerships and other strategic education initiatives in the region
 
Across the Black Country, Telford & Wrekin and Shropshire, Black Country Creative Partnerships have worked with the following schools since 2008:

 
Background
Managed by a national organisation called Creativity, Culture and Education (CCE), Creative Partnerships (CP) is the Government’s flagship creative learning programme funded by the Department for Culture, Media and Sport, the Department for Children, Schools and Families and Arts Council England. It aims to foster effective, sustainable partnerships between schools and the widest possible range of cultural and creative partners that develop young people’s learning across and beyond the formal curriculum.  

 The Black Country Children’s Services Improvement Partnership (BCCSIP) manages the Creative Partnerships programme in The Black Country, Telford & Wrekin and Shropshire.  BCCSIP is a strategic partnership funded by all four Black Country Local Authorities, the Learning and Skills Council, the Black Country Consortium and the University of Wolverhampton that aims to enhance teaching and learning in schools across the Black Country.  It is a programme that sits within the University of Wolverhampton’s Education Partnerships department.  

 
4 Schools of Creativity
There are currently only 30 Schools of Creativity in England and we are very proud that four of these are located in the Black Country.

Schools of Creativity are developing and evaluating cutting edge programmes so that the benefits of creative learning can be shared with other schools. Schools of Creativity are lead local school networks of between four and ten schools to promote and share creative learning in their area and are forming a national network to develop and promote creative learning for schools across England.

30 Change Schools
The Change School programme supports schools that are facing significant challenges to undertake a journey of up to three years, exploring the ways in which creativity can impact on whole school change. Change Schools in the Black Country and Telford & Wrekin started this journey in September 2008, each focusing on their particular school improvement priorities.

 
60 Enquiry Schools

The Enquiry School programme gives schools the opportunity to engage in a three-term creative activity that focuses on a particular question informed by each school’s Improvement Plan or OFSTED Self-Evaluation Form.

We would expect that the successful candidate/company speaks to a sample of schools from across the three strands of the programme – we do not expect filming to take place in all of the schools on the programme.

 
Timescale and Fee
A total fee of £7,000 inclusive of VAT is available to complete this DVD between 23rd February and 12th June 2009. It is estimated that this would include 4 days of filming time.

This is to include planning and research time, filming days, editing and post-production and the duplication, printing and delivery of 50 DVDs to a specified address.

The filmmaker(s) will be contracted directly by Black Country Creative Partnerships.


Recruitment
Applications are to be received by midday on Friday 6th February 2009.

A showreel DVD showing examples of previous film work with young people
 
A shortlist will be drawn up and the successful candidate(s) will be informed by Monday 16th February 2009.

All applicants must hold CRB Enhanced Disclosure Certificates less than two years and be able to produce evidence of this. They will also need public liability insurance.
